Neal Frangesh has been a consulting engineer for over 30 years. He was one of the four founding partners of Paul Johnson Associates in 1978. In 1983 he founded LGA Engineering. As a Distrigas Corporation employee in the early '70s, he supervised the construction and startup of the LNG barge Massachusetts. While working for Exxon Research and Engineering, he designed offsite and utility systems. He holds a BSME degree from Penn State and is a registered professional engineer in Massachusetts, Vermont, and New Hampshire.

George Randall has specialized in LNG since 1972. From 1981 to 1991 he was in charge of operations and security at the Distrigas Marine Import Terminal in Boston. He was a member of an international team studying safety and reliability at LNG import terminals. He has served as a PHA team member for several proposed LNG import termintals and assisted at the startup of an LNG vehicle fuel production facilitiy. He holds BSChE and MSChE degrees from the Massachusetts Institute of Technology and is a registered professional engineer in Massachusetts.
